How are you running it? You need to run it from the Windows GUI (CMD+R), not from a shell CLI, since it tries to spawn another shell of the same type as the one it's run from and then gets stuck or bails out.
Kincony admin: It would be useful to add this information to the instructions for flashing, it can't be run from a CLI / shell because of the recursion problem, it needs to be run from the Windows GUI.
Also, it would be helpful to link directly to the Espressif flash tool rather than using a local copy, this is much newer than the one linked to on the Kincony site and has (slightly) better diagnostics when things go wrong.
