Yes, it's easier to detect and send a message by testing the year (1960 or other) to verify the update.
Personally, it's better to detect the loss of internet.

When doing NTP client queries, please consider good behaviour on the network for the client: One or two polls on power-up, then at most once every 60 minutes, and in the case of a network outage at most once every 5 minutes. There are way too many IoT devices that flood networks with pointless NTP traffic, with query intervals as small as 30 seconds, or which endlessly repeat queries in a loop if there's no response.
