already repied you. other brand driver can't sure 100%. if kincony driver have issue, we can refund to you.

With all due respect, please show me a kincony constant current LED driver? With voltage 36-40 v and 280 mA current.
And your video is not 3 years old, but 12 days old, in which the Ai dimming driver is used. Therefore, it can definitely be said that the problem is in the dimmers DM16. That's why I'm looking for sensible advice or a solution, not your conclusion that something is wrong.

Having same issue here. DM16 output is 0,6-0,7V on turned off channel and do not turn of my Meanwell ELG- 200 series driver which has specific option dim-to-off function.
Also, dimming in HA from 0-35% shows the same current 0,6-0,7V. Just above ~40% starts to raise. What solution can be done here?
All house is equipped with this series drivers, so the answer to buy Kincony drivers is not welcome.

This is a compatibility issue with the drive, and the drive must be replaced. Alternatively, you can connect a diode in series with the 0-10V output terminal for voltage reduction.

I just tried KCS v3 firm in DM16, there current output is nice, follows preset percentage. (when in HA from 0-40% output is 0,6V).
But Dim to off is not working as well in KCS. I added diode in series 1N4001, and output with preset 0% gets 1,12V. (without diode 0,62V).
(BTW, unplugged driver 0-10 line shows 10,12V)

Update. Solved with Gemini - 1 kΩ resistor in parallel.
